Martin Reyes, PE, AICP
Changing Modes was founded by Martin Reyes. A professional civil engineer and urban planner with over a decade of experience, Martin has led transformative transportation and land use initiatives in both Southern California and in the Bay Area.
His expertise lies at the intersection of policy and infrastructure. As Assistant Director for Planning and Development for Los Angeles County Supervisor Hilda L. Solis, Martin spearheaded the reimagining of multibillion dollar freeway expansion projects such as the 710 South and 605 South Corridor Projects. He oversaw the conversion of public works pavement projects into Vision Zero corridor projects for roads like City Terrace Drive.
Martin also led housing initiatives such as Los Angeles County’s Affordable Housing Land Bank Program to prevent displacement near major infrastructure investments. He co-led the development of Los Angeles County’s Community Land Trust Partnership Program which, in its first phase, successfully acquired over 40 units of naturally occurring affordable housing during the pandemic and transitioned them into perpetually affordable housing.
In the Bay Area, Martin is launching initiatives to expand active transportation in the region through new programs like Active 101, which will build out key pedestrian and bicycle connections along the US 101 in San Mateo County.
Martin received a bachelor’s degree in civil engineering from Cal State Northridge, a master’s degree in environmental engineering from Cal State Fullerton, and a master’s degree in urban planning from UCLA. He is a licensed civil engineer in the State of California and is certified as a planner through the American Institute of Certified Planners.
